PRIORITY DIRECTIONS FOR EVALUATING THE EFFICIENCY OF ACTIVITIES OF CIVIL SERVANTS

Abstract

The article discusses the priorities for evaluating the performance of public servants. The features of evaluating the performance of public servants in South Korea, China, Russia and Kazakhstan have been studied. Expert surveys and interviews were conducted on priority areas for assessing the performance of civil servants among the leading personnel of the Ministry of Higher and Secondary Special Education, the Ministry of Innovative Development, the Ministry of Public Education, the Ministry of Finance, the Ministry of Economy and Industry, the Ministry of Employment and Labor Relations, the State Statistics Committee of Uzbekistan, Uzbekneftegaz JSC and Joint-Stock Commercial People’s Bank. The concept of creating an electronic system for the development and monitoring of «work standards» for employees in each field is scientifically substantiated. In addition, proposals and recommendations have been developed to solve theoretical, methodological and practical problems of introducing a modern system for assessing the effectiveness of public servants.
